We are in need of doing a theme override for different panel views. Can someone please give me a quick rundown as to how I could use maybe use a panels-name-of-panel.tpl.php?

Unfortunately, the panels theming system doesn't work that way, at least not at the moment. The place you want to be looking is in the styles plugin directory (path/to/modules/panels/styles). Try using those files as a baseline for creating your own styles; you can then apply those styles in the 'Layout Settings' menu.

I'm not going to 'won't fix' this because there's a chance we could integrate it directly in the future, but it certainly won't happen for a while if it does. So I'm marking it 'postponed'.
