As the title states, can these files be deleted after installation is complete?

You can delete install.php, but why would you want to delete update.php?

It's kind of important if you want to update any modules :)

it’s under http://drupal.org/upgrade, not http://drupal.org/getting-started. Does this mean you can only do this if you start with 4.7? (joking)
