External Link Icon doesn't appear in IE 7.0.6

I think this issue was reported before, but without any repeatable evidence.
I have discovered this issue on a site I am working on, it looks to be repeatable.

You can see in the Partner Spotlight section on the right of the homepage, there are three external links.
In Firefox, you can see three icons... only one in IE.
The links do, however, open new windows in IE.
Also, when viewing source, the link HTML is different for firefox... is that the way it should be?

In IE, external links around the rest of the site sometime appear with or with the icon.
