Forcing links to open up in a new window is considered bad practice. Usually there is no visual indication that a link will do this. On top of that, users already have the option of opening links in new tabs or windows inside the browser. I just use my mousewheel to click a bunch of interesting links (Firefox).
Leave the choice to your visitors. Most people seem to have this paranoid notion that you should do everything in your power to keep people on your site (new windows, 'return to Some Site' frames, etc.) All they do is annoy people.
