Why cannot log in when access denied page is displayed?

Every time an 'access denied' page is displayed to anonymous user and that user then tries to log in, the first time the login process "does not take". All that happens is that the username and password fields are emptied and the frontpage is displayed. If the user then retries to login he is logged in. Why is that?
