When site is located in a sub directory the map links don't work

Description

If the drupal is located in http://mysite.com/drupal the footermap leaves out the 'drupal' in the link path. therefore it is not picking up the site's base url. I see you took this out in one of the changelogs.

I wonder if it is accounted for in a setting I'm missing. Is this a feature you felt was not needed? Or am I doing something wrong.?

Darnit. How did that get back in there? It looks like I messed up a few conditionals. I also cleaned up how it gets the base_url so it should be a bit cleaner. I tested on both 4.7 and 5 (the version it was affecting), and things seem to be alright with clean urls and without.

I went ahead and commit the changes, please test when you have the chance. Thank you.
