"add new comment" link not shown when option " Display on separate page" chosen

Hi,

When I set the nodecomment setting to "Display on separate page", I do not see the link "add new comment" on any node.
WHen I set the nodecomment setting to "Display below post or comments" It is working great! I see a link "add new comment" which when clicked brings you also to the underneath comment.

I have installed node.tpl.php in the theme itself and set the comment type as the default comment.

Please assist.
