Does this mean you've applied the patch against HEAD?

It simply means the patch has been tested by somebody (possibly by more than one person) in the Drupal community, and the patch has been found to be working.
If the patch has been applied to the HEAD, the status should be changed to FIXED.
I guess this module has not been updated in a while.

Actually, the patch has not been submitted on 6.x-1.x.
