Hi

We are a charity and have funding for a new website. We provide relationship counselling services and want the ability to upload a library of podcasts and also have a web chat facility where clients can talk to trained counsellors. At present the requirements have not been defined, but we would need a general idea of costs involved.

There's your first problem. You want a quote for a job of unknown size? Not a good start. I have an article over here about writing a brief for a website. I would consult that and others like it, write a brief and THEN ask for a quote... otherwise you're risking wasting a lot of your time with people who are desperate for your money.
