i am not able to create an admin account.

the first problem i seem to get is that
the first log in page is ugly
no css theme or anything
2ndly

wheni click on create first accountv
i get "connection refused when attempting to contact localhost"

any ideas folks?

i need this up and runnin in a week
someone help please:(

Is your $base_url setting in settings.php OK? Don't put 'localhost' there. In my case it's something like:
$base_url = 'http://drupalhost.domain.net/drupal-4.6.0';

I have the same problem, no css no images nothing, although I can create an admin account :(

my base_url file seems to be fine
