This error popped up, and now I can't access my site on my local server.

Fatal error: Cannot use string offset as an array in C:\www\webapps\drupal\includes\theme.inc on line 555

I'm using the Barlow theme.

What does this mean?

It sounds like a fatal error in one of the blocks you created. Go into the db and disable the block.
