I think you need to do two things now (as once suggested by an Italian traslator to me ):
. ask for the creation of a project page (you'll supposed to be the reference)
. ask for an access tho the cvs.drupal.org: translation are here

The suggested way to ask for the creation of a new project is to subscribe the supporto mailing list and ask from there:
http://drupal.org/mailing-lists
to access to the cvs folder is easier: you should apply here.

but the string that contain in seperate pot file seems much less than the exact string in the drupal interface
I'm use a fresh installation, but i found more than 300 string untransalted in the export .po files
...

kzeng commentedyou mean you translated from the exported po file but not the translate template? Then, yes, there may be something untranslated. But it's not difficult to merge your translation into the translate template and see what is left.

pineman commentedI tried both the cvs version and the v4.6.0, but neither works on my drupal site. After I import the po file, I got a blank page. Then on my "manage language" page the "Chinese, Simplified" shows "0/677 (0%)" . If I set Chinese to be my default site, I still don't see any Chinese. Any suggestions?
