$picture in Garland theme

I'm creating my own theme and I've used garland as my starting point.
In node.tpl.php there is a variable called $picture. Where does it get this from? I'd like my nodes to include pictures, but I'm a bit confused about how this all joins up.

That's the user's avatar. You need to have user pictures in posts/comments enabled in your theme as well as enabling picture support in user settings for that to have a value.
