line breaks and paragraphs

Why do BBCode filter creates line breaks and paragraphs from my text input? I think it shouldn't do that, because if Drupal's "Line break converter" is also enabled some strange stuff like nested paragraphs happens.
It seems that "Line break converter" must be disabled while having BBCode enabled and that doesn't seem to me like the right attitude to the filtering process. Correct me if I'm wrong.

If you don't like it - just disbale "Smart paragraph and line breaks".
Description: "Add line and paragraph breaks to text, excluding text in preformatted code blocks. If you disable this option, you need to enable Drupal's "Line break converter". Don't use both together!"
