Where should we go instead?
A search for 'documentation' on http://groups.drupal.org/ produces nothing relevant.

to use google and type whatever you are looking for after this:

site:drupal.org

For example:

site:drupal.org menu system

It's annoying but obviously google has the best search engine, much better than most sites can muster.

What was the rationale for marking these forum boards as deprecated?

See the documentation issue queue for the relevant project.....

Active contributors were not using any of these forums so things were getting missed.
