When I submit an issue the assigned person does not get a notification email.

However, if an administrator adds a user, drupal sends a notification successfully. So, I don't think I have an email problem... Since there is not a features list, I am not sure sending notification emails is supported. Is this feature not supported, or is there a problem with my configuration... and what problem that might be? thx. ps: I am on a WAMP system on win xp.

Users don't get notifications of issues unless they are subscribed either to an individual issue because they have participated in it (ie. created it or followed up on the original issue) or unless they are subscribed to receive all issues for a given project.
The ability to (optionally) subscribe users who have an issue assigned to them would need to be a feature request.
It's not perfectly clear if you're requesting this feature or if you think the feature is available already and weren't sure how to enable it. If you're requesting this as a feature, feel free to change the status to active and the category to feature request.

So, this becomes a feature request. The use is: assume this is a small group, maintainers don't use the site frequently, and assigner don't want to bug everybody.

Yup, this would be a good feature. However, I don't think we should touch this until we fix the bigger problems with email subscriptions in this module. But, this is a good use-case to keep in mind while we're refactoring.
We should probably start a g.d.o wiki page about project_issue email subscription issues and plans...

Over at #209507: REGRESSION: Not getting e-mail for own issues we discovered a problem where a user who creates an issue wouldn't get follow ups on that issue unless the user had also commented on the same issue. This was happening to anyone who had chosen "own issues" in the subscription options for a given project's issue queue.
In fixing that issue, I've confirmed that the person who is assigned to an issue will get followup emails on that issue if that user has selected either "all issues" or "own issues" in the subscription options for that queue.
It seems to me like this is the feature you've requested here. If not, could you please clarify how this request is different.
Basically, you just need to have everyone on your site subscribe to "own issues" for projects they want to get emails for when they are assigned to an issue.
I'm setting the status as fixed since it seems to me that what you want is possible. If I'm mistaken, please set the status back to postponed.
