Hi,
I've seen a couple of licensing discussions here but none of them seem to cover the question I need answered.
Basically, I have a client who needs a simple website built, and is paying me to create one. What I wanted to do is create a custom Drupal theme and use this for the site. Am I allowed to do this? He'll essentially be paying me to create a Drupal theme and set up the Drupal system.
Any advice is appreciated, thanks.

you can be hired to create a drupal theme and you (and your client) are under no obligation to release the theme publicly.
You can also be paid to set up an entire site.
You can't, however, charge someone for Drupal itself. You can charge for the time you spent working on the site.

The GPL permits one to charge for Drupal itself.

Incorrect - the GPL permits
Incorrect - the GPL permits you to charge someone for Drupal.
You are required to give that person the source code and the license, and you cannot prevent them from giving the code away for free (or reselling it themselves). That's why most people don't sell GPL code itself, but instead provide additional services.
As an example, I can create GPL code and sell it to one person for $1,000,000... but at that point, they're free to give it away to the entire Internet.
You can charge for Drupal
You can charge for Drupal theme, Drupal setup or even Drupal itself. However, if you charge for Drupal the only license you can use is GPL. There is no possibility to relicense Drupal under any other license.
