Lost my user picture upload and user pictures are enabled

I lost my user picture upload ;user pictures are enabled in user settings, i also have access control open for administrators and authenticated users for the core upload module and for user profile view/edit I have been doing a lot of work on my site and somehow have lost the ability for user's to upload their profile pics and to edit the profile pics but the profile pics are still being displayed. I have imagecaching enabled allong with image profile to try to correct this but with no help. My site is http://www.soonerspot.com

Yes, I have User Pictures in Posts and User Pictures in comments checked in the Themes configuration

I disabled the User Picture Resizer module now the upload appears on edit profile and works again!

how to disable that module,

If you didn't download it and install it (the picture resizer module) you wouldn't have it, which may explain why you can't find it.

I have the settings all the same, and on the user/*/edit page there is no upload button. You can choose the file, but you can't upload. and when you save nothing happens.
