In menuExpandable3.css:

The 'voc' class has a float property which causes the unordered lists to be displayed outside of a div in my custom theme.
This problem happens in Firefox but not in IE.
Deleting the float brings things back to normal. I'm no CSS expert so YMMV.

If this does not qualify as a bug then I apologize but I thought some people wrestling with the same problem would like to know. I also would vote to remove this float.
