When users read a piece of content (e.g. blog post,) how can I get the comment to input form to display by default? (i.e. not require the users to click on the link 'Add new comment.')

I searched for this answer & could not find it.

Admin > Content > Comments > Settings >

Location of comment submission form:
_ Display on separate page
_ Display below post or comments

It's been moved into the content type edit page so that each content type is configured independently.
