File Attachment Upload not setting proper permissions on uploaded files

File attachments are added to the sites/default/files folder with permissions too low so that no one can actually view them (600). I could not find anything in my phi.ini or settings.php that would change the default permissions of uploaded files. I had to change the file permissions of the uploaded files to 644 via FTP and then could view the PDFs I had attached to a page.
