Drupal theme based on PSD - and Drupal Site Setup

Time line for delivery: 2 weeks

I am looking for a Drupal expert to take an existing PSD and turn it into a fully working Drupal Theme. This will be based on the latest iteration of Drupal. You will be expected to show a working demo of the theme either on our server or on your own to ensure it works.

The site is already installed - but suggestions are welcomed. It is a clean install and can be redone if necessary. It should have the following modules activated which may or may not be packaged with Drupal itself:
1. Blog
2. Forum
3. 12 feeds displayed in the place I choose
4. Home page (will be displayed in the PSD)
5. Contact us page
6. Individual blog pages for each specified user (12 users in total) that will be able to show feeds from various sources of my choosing. An example would be a blog, twitter, and another blog - all displaying that users feed updates as they update from the original source.
