Allow anonymous users to register to event only (without registering to the site) using their email address and pay with paypal/check. Admin will be able to add them using email address rather than UID once payment is received in the list of attendees (signup payment page).

Attached patch allows anonymous users to pay through paypal for an event.
Config option sets to deny anonymous by default, admin setting page configures this option.
