i'd like to be able to view some user's profile, see his/her friends and also see any elaborations if they've been added....would it be possible to expose elaborations this way?

Sure. I think it works better on a theme by theme basis so you'll need to modify your theme to do so. The elaborations module creates an "elaborations" property on each relationship object that can be displayed any way you see fit.
