Here is a first attempt patch. The only implementations covered are the core 'global' ones.

I have to attach an additional file because windows apparently hates me and does not want to let me add files to patches. :/

Made TOKEN_PROPERTY actually work, plus made theme('token_help') work. All that's really missing now is more implementations and some testing/benchmarking.

Yikes, given that this would drastically change from the implementation that is in core, I don't think this would be a good addition. If there are improvements to be made, probably file new issues for them.
