You are not authorized to access this page Error on all node even with right permission for anonymouse users

My Anonymous users get " Access denied You are not authorized to access this page."
I can get everything when I log into admin

I tried:

1. checked all the permissions
2. rebuilt permission
3. make sure the author is still active
4. make sure user 0 in tables: node_access, users and users_roles

as someone suggested to use mysqli, my host doesn't provide it and I can not use.

Could someone please help!!
