Significant reworking of tabs module including numerous bugfixes, code improvements, and several new features.

Note that this version will use jquery_ui module if present. It's recommended to install jquery_ui to help minimize duplicate loading of js files.

Unfortunately a last-minute change broke ajax tabs. A fix will be included in the next release.
