Is that what its spoused to do?
As a basic user I could send message to any group I wanted without being subscribed to the organic group...

Only users in roles that have the "access og contact form" permission should be able to use the contact forms, so if that is what you mean by "all users", the answer is yes, that's what its supposed to do. If you revoke this permission from basic users they will no longer be able to do this.

It was my intention that the contact tab would work much like the sitewide contact form, or the user contact form (contact module), and leaving it open to non-group members as well. So technically this isn't a bug.

However it sounds like you are suggesting that it should be possible to make the contact forms only viewable to group members. Which is an interesting idea for a feature, and why I'm changing this from bug report to feature request.

I am happy to take patches.

If not, something like this might make into the next version.

Right! this is more like a new feature suggestion, i guess. It looked wired to me that this is the natural functionality of the module because I am working on a very wide platform with lots of modules and such...
BUT, if that what you meant to do, then it works awesome! :-)
I think this can be a great solution and come instead of complicated modules for sending messages to group's users.
Anyways, I am not a coder, just a simple acupuncturist that came across drupal and built on it an amazing community website. If you need someone to test you new patch or nodule I would do it gladly.

I have added the basics of this feature in the 5.x-4.x-dev release. I haven't done a complete battery of testing on it yet, so I am leaving this bug open.

So, how is it possible to set the Contact button be available only to the group members?
I updated to the latest version of Og Contact.

Look on the setting page for each contact form for the "Only allow group members to access contact form." check box. This page can be found either at "node/nid/contact/edit" or "admin/og/contact/edit/nid"

There is also the "Make contact forms private by default." option on "admin/og/contact/settings" which will make this the default for all newly created forms.
