OpenID "blocked" status bypass ?

Description
I am using VeriSign's PIP OpenID.
My Drupal webiste is set to "Visitors can create accounts but administrator approval is required."
However, after OpenID authentication, the user is somehow in the "authenticated" stage, beside the fact that his account is in "blocked" stage.
Is this how it’s supposed to be ?
