Can I remove tabs on a search results page?

When I do a search, I get 2 tabs of results (Content and Users). All I want is to either only show Users or reorder the tabs so that the Users tab and results is the default. Is there a way to do that? I've been trying all sorts of things with the template files and function overrides, but to no avail. Any suggestions?
