Mail failed

When I add a new User, an error message showed as below:
warning: mail() [function.mail]: Failed to connect to mailserver at "localhost" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in E:\AppServ\www\drupal\includes\common.inc on line 1991.
what's wrong? how to configure php.ini?
