ilo has indicated that he has some 6.x tests, so hopefully he can get some submitted. However I'm pulling this down from critical because I'm not going to let it hold up a release.

tests exists in 6.x-3.x now, and 7.x-3.x

They are not complete, but we have other issues ie. #944340: Functional Endpoint Tests and Unit Tests for services.module open so marking this as fixed.
