Not sure if it does this or not, but it would be nice to have users who submit the link and sites that refers back get a point IF the site has user point module installed. or issue some kind of node point so that the ranking/order of the listing will be based on the referring points.

Hi, the functionality is already available: the list is sorted based on the number of total hits (but with no "user points module" integration)
If it doesn't (and it could), it's a bug :-)
