Need developer for political community network site

We need a web developer that could create complex community site with most of the features of modern community sites (facebook, myspace...) such as photo galeries, chats, podcasting, video upload and many others with a bit differnt interface and user experience. This site would be primarely used as political network that connects different parties and their members from few countries. Relatively complex voting sistem is required for this to work.
All other issues and more precise information will be discused after we get intial bids for this work.
After the site is fully created we will probably require maintenance services and some further developement as well.
Every new feature if any that would be developed for this site will be completely available for open source community.
