Controlling the appearance of field formatting options

I have created four text fields, setting them as "filtered text" with 5 rows each. On two of them the formatting information appears above the field and on the other two it appears below the field. Any ideas why this is?

For now I will use hook_form_alter to hide them all, but this is not ideal. I would like to display them, but the display order is all screwy.
