Looks like pretty nice software. I poked around a bit and Drupal can do everything I found but it's not something where you just download a few modules and you're good to go. It would take a lot of customization. I wouldn't expect it to be cheap. Definitely more expensive than phpfox.

If you're looking for every feature: quite a bit. $1000 is the minimum I would expect. That doesn't include the costs of developing a theme if you want a custom one (and neither does phpfox). Less, if you're willing to help set up the site
But, if you go with Drupal you won't have to pay $300 per year, plus a $75 ransom to remove the otherwise-mandatory credit at the bottom of the site.
Per year?!
Oh, I misread. I thought that was a one time payment. Yeah, at $300 per year, Drupal is a better deal. It may be more expensive to hire someone to set up but then it's yours forever.

Annoying, I know. PHPFox doesn't really have that many features, either. Two years ago I was in charge of evaluating several CMS's for a project, and PHPFox was one of those candidates. It didn't work out. And that's how I'm here :D
