Modyfy the administration form to reflect the settings as well as adding theming (table) and validation.

Please avoid identifiers such as 'h_tt', 'tt', 'mthd'. I have no idea what they mean. A rule of thumb: If you can't pronounce a name, then it's a bad identifier — per Drupal conventions, at least.
