Why doesn't the Admin add-a-user (/admin/user/user/create) doesn't listen to the order of fields laid out in the Bio content type config (/admin/content/types/bio/fields)?

How can I rearrange them? ...better yet, just have them listen to the /admin/content/types/bio/fields??
