How to Enable a Block? I've created it, tried to create correct access permissions for it - by role, but it persists in 'Disabled' list within the Administer Blocks function. Help!

OK, answered my own question, but this may be a gotcha for any new user...

We could not Enable the block with a weight of '0'; the changes simply wouldn't 'stick'. However, changing the weight to '1', then saving, worked. We could then change the weight back to 0.
