Is it possible for the flag content to just show up in a moderation queue and be hidden by a user with the correct permissions? I see that there is a threshold setting. Do I need to set that to like 99999 or 0 to disable automatic unpublishing?

there are 2 permissions that relate to reporting abuse. The base permission
'report abuse' allows content to be flagged and an abuse report submitted.
'direct flag' allows the user with that permission to flag content for immediate
hiding.

the threshold value applies for posts flagged by users with just the base
permission of 'report abuse'. Content should stay published until either
the content is flagged by a user with 'direct flag' permission or content
is flagged threshold number of times by users with 'report abuse'
permission.

So there is no way, short of hacking the module or setting the threshold very very high, to automatically not unpublish content?

so you want users to be able to report abuse but not have any threshold
number of reports that triggers the unpublishing of the content?

well there's no specific method for this now but as you mentioned you
could set a high threshold value to in effect stop any automatic
unpublishing.

However if you are getting a lot of abuse reports for a particular piece
of content (say more than a threshold of 5) then I would wonder why
you would still want the content to be shown...
