I'm not understanding -- you're saying if you create image ads without any ad groups, they don't display? But if you then create ad groups, add the ads to the ad groups, then they do display?

How are you displaying the ads? From the sample you provided above, it seems you were simply trying to view the ad node? There is a known bug in which sometimes an uploaded image won't display when you first create the ad node -- you have to edit and resubmit it, then it shows up. Perhaps this is what you hit.
