It appears that the Guided Search block doesn't show up when the result set of a search is zero.
It would seem that this block is most helpful when there are no results.
Could this be an option?

david lesieur commentedCurrently, the Guided search is displayed when there is no search. However it does not appear when the current search has no results.
The Guided search is meant to refine a search and it would not make sense to search within an already empty results set. Of course, this could be handled as a special case so the Guided search could, in that case, appear as if there was no current search... But then wouldn't that be a risk to confuse users?

jax commentedI think the guided search is the most usable on its own (thus without search). The taxonomy_browser module allows to dig down in one particular vocabulary but not the combination. I also would like to be able to show the guided search in a block when there is no search.

It seems the visibility settings on the block were set to specific pages which is why it didn't show in my case. Now, I don't remember setting them so I'm unsure if it's faceted search set the visibility settings. Anyway, it's fixed for me. Ignore this post at will.
