choosing super user (uid = 1) as a notification role has no effect
after saving changes the role is not selected

I was brandishing an idea. I don't know if it'll stay around. The infrastructure for the action isn't coded yet. More next week.

I've reworked the filtering of who is notified by using the access permission 'receive email advuser'. The "super user" UID = 1 user must have a role selected that contains this permission in order to receive notification email. See the patch at #253591: Rework to use access permission "receive email advuser".
