I would like to use the Organic groups panels module but the "Panels_views" module is required.

I've done a search on panels_views and I see "issue" posts but no module download page.

Where can I download this module?

It's in the 5.x-2.* series of Panels. For example, panels 5.x-2.0-beta3.
