I noticed while using the Userpoints module that the privatemsg module was not conforming to the standard output for the settings page. While all other options were in fieldset, privatemsg was not. This patch does in fact provide the necessary markup to encapsulate the form element in a collapsible fieldset.

Sorry for pinging the participants, I am closing old issues.

This version of Privatemsg is not supported anymore, maybe it is already implemented in Privatemsg for Drupal 6 and if not, you are welcome to open a new issue for it.
