I created new "pre-configured panel" and went to "admin/og/og_collections/pcpanel/content/1".

I just saw "Hide All", "Show All", "Cache Settings", "Save", "Cancel" buttons, but nothing else.
After I found that panel has not selected layout and selected one, panel areas appeared.

There should be some warning message that no layout is selected or link for editing of content should not be visible.

Yep, sorry, this is on my known issues list to fix in alpha3. There should NEVER be a case where a pcpanel is created but doesn't have a layout assigned to it.

As far as my debugging can tell me, all of these layout selection, form redirection, etc. issues have been fixed as of Blueprints alpha1.
