Page Breaks and Category Creation

It would be great if there was a setting to automatically create page breaks in large categories. For example if there were 100 listings in a category, you could set it to be 10 per page and you could click prev/next to go through the links.

Also, is there any way to add categories other than through taxomomies? I don't want to give users access to that, but I do what them to be able to create new categories. It seems like a page was created for this in the admin section but it's blank.
