Syslog Module Test

I have completed the syslog module test.

The module depends on the PHP functions syslog and openlog. Since nothing else pertains specifically to the syslog module there isn't much to test.

It can be assume that the PHP function work correctly, as that is out of the scope of these tests.

The dblog module test should make sure that watchdog is triggering the correct events so this test is very minimal.
