Community Site Built

I would love it on Drupal 6, but know that I have a low budget (under 2k) and it would be ALOT more work. I am great with the modules developed coming back to the Drupal community.

Here are the basic functions I would like to see. I can provide more specifications to anyone who would like to bid:

Community Site:

IM/Chat
Multiple Subscription Levels
Paypal integration
Full customization of the profile questions people complete.
All people, classifieds, and events searchable by miles from zip or city/state
Forums
Microcommunities
Ability to assign moderators of the groups and forums.
Embed Videos/html into forum posts
Ability for people to post jobs
Classifieds posting which would include postings for study buddies.
Ratings/Review of posts or specific materials- like study guides and such.
Private areas visible to different subscriber levels.

I know what technology can do if done well, I have big dreams for this site, and I would be willing to provide some ownership for the right developer.
