How can I allow a user create users other than Administrators?

I have admin and secretaries. I need to allow the secretaries create and edit any users other than administrators. I would really appriciate it if some body could help me. Thanks.

set user management in access control
Go to Administer >> User Management >> Access Control then you can give to any role "user management" in this case to the secretary role. Then I think the secretary role able to do the task you wanted to do but I have not tested this myself.

Thanks for your reply wisdom, But the secretary will be able to edit and view the administrators details. I need the secretary no to see and edit the admins details. If you have any idea of what i need...May be there is a module for this.

I suppose that they will have possibilities to change all userrole, also admin. I have a role like that, so I have to trust my members of that role. I think you have to hack something. Or you can use OG-module and let all the other be auto-member to a group. Then they can manage all members of that group, and not your acount. But maybe it's a manage way to do this whit a module?
